Thaw in refrigerator.
1.In a small sauce pan, add rice and 1 1/8 cups water. Bring to boil, stir once, cover and cook on low heat for 10-15 min.
2.Add broccoli to top of rice (do not stir). Cover and allow to steam for an additional 5 min. Remove broccoli from rice and set aside to keep warm. Fluff rice with fork.
3.Meanwhile, preheat a large pan over high heat. Remove sliced sirloin from bag and place on paper towel. Pat dry and separate sirloin into strands. Place strands into gallon bag with cornstarch and shake until all pieces are coated.
4.Add 1-2 Tbsp. of oil to heated pan. Shake off excess cornstarch, add coated sirloin to pan and cook for 4-5 min. The pieces will be brown and crispy.
5.Remove sirloin pieces from pan and set aside. To the same pan, add Mongolian sauce and bring to a boil.
6.Once boiling add sirloin and broccoli to sauce and stir. Cook for 1 min. to thicken the sauce. Serve immediately over rice.
